Bogota does not speak the clearest Spanish
It speaks the Spanish that got written about first. The reputation traces to one book and one academy, both from the 1870s.
THE MISSING PROOF
There is no study
Nobody has timed Bogota's speech against Havana's. Nobody has run a listening test on Colombians against Chileans. The claim is old, confident, and has never once been sourced.
Language schools print it anyway.

The famous book is a list of mistakes
Rufino Jose Cuervo's Apuntaciones criticas sobre el lenguaje bogotano is a correction manual. He wrote it at 23 to tell his neighbours what they were getting wrong.

Then they built the academy
Cuervo helped found the Academia Colombiana de la Lengua, the first official Spanish language academy outside Spain. Bogota became the authority because it argued about grammar.
Not because it sounded better.
THREE OF TEN
There is no single Colombian accent
John Lipski lists ten dialect zones for Latin America. Colombia turns up in three of them: the Caribbean coast, the inland highlands, and the Pacific coast.
Only Mexico is split as many ways.

The Instituto Caro y Cuervo spent 25 years proving Colombia has many accents. The result runs to six volumes and more than 1,500 maps.
The internet still says Colombia has one.
THE PRONOUN TRAP
Bogota says usted to its own dogs
Bogotanos have long used usted with mothers, partners and oldest friends. It is called ustedeo. You arrive to practise the casual form and the whole city answers formally.
There is a third pronoun too: sumerce.

33.9% picked vos
Joseph Weyers asked 233 people in Medellin which verb form a Colombian brand should use with them. Tuteo took 57.5%, voseo 33.9%, ustedeo 8.6%. Bogota uses no vos at all.
Leave Bogota and your pronoun system stops working.
WHAT IS ACTUALLY TRUE
The consonants stay put
Bogota sits at about 2,600 metres. Highland Spanish keeps the final s, so you hear the plural and the verb ending. That is the real reason it suits a beginner.
Madrid does the same thing, minus the Castilian th.
